On March 19, the Group convened the 2024 Work Conference on Comprehensively Strengthening Party Governance and Building a Clean and Honest Government, reviewing and summarizing the 2023 efforts in this area and outlining plans for 2024. Members of the Group’s leadership team attended the meeting, along with heads of all Group departments and the leadership teams of its various industrial subsidiaries. The meeting was chaired by Wang Zinan, Deputy Secretary of the Group Party Committee, Director, and Chairman of the Trade Union.

Li Yonggang, Secretary of the Party Committee, Chairman, and General Manager of the Group, pointed out that in 2023, Party organizations at all levels within the Group thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China, comprehensively advanced the implementation of the responsibility system for building a sound work style and clean governance, and, closely aligned with the overall development agenda of the Group, vigorously promoted the “Six‑Pronged Approach” to Party conduct and integrity building—namely, using Party building to foster integrity, institutional frameworks to fortify integrity, branding to shape integrity, education to advocate integrity, culture to nurture integrity, and oversight to safeguard integrity. Efforts were strengthened to cultivate a culture of integrity and reinforce disciplinary and work‑style development, thereby creating a favorable environment characterized by a clean political ecosystem, upright conduct among cadres and employees, and a wholesome cultural atmosphere.

He emphasized that, in 2024, the Group’s work on Party conduct and integrity must focus on the following four areas: First, strengthen political study and cultivate Party spirit; all Party members and cadres must steadfastly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify their minds and fortify their souls, deeply study General Secretary Xi Jinping’s important expositions on the Party’s self‑revolution, and guide their daily work with a high degree of political awareness. Second, reinforce a sense of responsibility and ensure accountability for clean governance; starting with the implementation of the principal responsibility of Party organizations, establish and improve mechanisms for ensuring effective execution, strengthen organizational leadership and work promotion, and ensure that each level is accountable to the one above, with oversight strengthened at every tier. Fully leverage the roles of routine supervision, business audit oversight, and disciplinary inspection, building a responsibility system in which everyone is accountable and fulfills their duties, so as to ensure that tasks related to Party conduct and integrity, as well as principal responsibilities, are carried out effectively. Third, refine systems and mechanisms for clean governance and enhance risk prevention; standardize conduct through institutional frameworks, and advance in an integrated manner the long‑term mechanisms for “daring not to be corrupt, being unable to be corrupt, and having no desire to be corrupt.” Strengthen cautionary education and training on ethical professional conduct, and continue to promote a culture of integrity. Comprehensively strengthen disciplinary inspection and oversight, urge the implementation of corrective measures, persistently uphold proper conduct and strict discipline, and effectively safeguard the legitimate rights and interests of the enterprise. Fourth, continuously strengthen the cadre team; Party members and leading cadres at all levels must consistently reinforce discipline and work style, conscientiously perform their duties, and set exemplary standards. Disciplinary inspection personnel at all levels must always bear in mind that “to forge iron, one must first be strong oneself,” honing their moral character and professional integrity in the course of advancing Party conduct and integrity and combating corruption, enhancing their capabilities and qualities, and demonstrating commitment and action to provide solid support for the enterprise’s high‑quality development.
He emphasized that 2024 is a pivotal year for the Xiaoya Industry’s transformation and upgrading, its “restructuring to focus on core competencies,” and the realization of high-quality development. All companies must further strengthen their political responsibility and sense of mission, continuously reinforce and improve Party conduct and integrity building, pool the wisdom and strength of all cadres and employees, foster a clean and upright political environment characterized by diligence and integrity, and inspire cadres and employees to strive for excellence, fulfill their duties with dedication, and shine in their respective fields, thereby contributing to the Group’s high‑quality development.
