1. Bidding Conditions
The procurement project for electric trackless flatcars (formerly AGV transfer vehicles) of Shandong Xiaoya Precision Machinery Co., Ltd. has been approved. The tendering entity is Shandong Xiaoya Precision Machinery Co., Ltd., and the funding source is non‑fiscal state investment, with a 100% project financing ratio. All requisite conditions have been met, and an open tender is hereby announced for this project.
2. Project Overview and Scope of Tender
(1) Project Location: Jinan High-tech Zone;
(2) Scope of the Tender: The procurement project for electric trackless flatcars (formerly AGV transfer vehicles) of Shandong Xiaoya Precision Machinery Co., Ltd. encompasses, but is not limited to, design, manufacturing, procurement, packaging, transportation, loading and unloading, positioning, installation, commissioning, trial production and operation, training, acceptance, and after-sales service (see the tender documents for details).
(3) Lot Division: No lot division.
3. Bidder Qualification Requirements
(1) This tender requires potential bidders to be registered within the People’s Republic of China and to be manufacturers or agents capable of supplying the goods and performing installation.
(2) Financial Requirements: The applicant must have a sound financial standing and submit a financial statement for either the 2022–2024 fiscal years or the 2023–2025 fiscal years. If the enterprise has been in operation for less than three years, it shall provide financial statements covering the period from its date of establishment to the present.
(3) Performance Requirements: From June 1, 2023, to June 1, 2026 (a period of three years), the bidder must have undertaken at least one similar project with a contract value of RMB 200,000 or more. Such similar projects must include the supply of electric trackless flatcars. [For similar projects: Agents shall provide performance records of the manufacturer participating in this tender, submitting scanned copies of the original contracts, with the contract signing date serving as the determining criterion.]
(4) Creditworthiness Requirements: Bidders shall submit a self‑assessment commitment regarding their social credit standing for the period from June 1, 2023, to June 1, 2026 (three years), affixed with the company’s official seal. In addition, bidders must provide a screenshot of the webpage obtained on the date of submission from the “China Execution Information Disclosure Website” (http://zxgk.court.gov.cn/shixin/), verifying whether the bidder is listed as a discredited person subject to enforcement. The procuring entity shall, in accordance with applicable laws and regulations, impose restrictions on any discredited persons subject to enforcement who are prohibited from participating in bidding activities.
(5) Bidders shall provide a certificate of no tax arrears for the period from June 1, 2023, to June 1, 2026 (three years), accompanied by screenshots from the tax authority’s website.
(6) This tender does not accept consortia.
