On February 2, the Party Committee of Xiaoya Holding Group convened the 2023 annual meeting for grassroots Party organization secretaries to report on their performance in upholding strict Party self‑discipline and integrity, as well as on their work in strengthening grassroots Party building. Li Yonggang, Secretary of the Group’s Party Committee, Chairman, and General Manager, presided over the meeting and delivered a speech. Wang Zinan, Deputy Secretary of the Group’s Party Committee, Director, and Chairman of the Trade Union, and Xie Kun, Member of the Group’s Party Committee and Deputy General Manager, attended the meeting. Heads of the Group’s functional departments and secretaries of all grassroots Party organizations also participated.
Secretaries of all primary-level Party organizations have conducted comprehensive reports on upholding strict Party self‑discipline, fulfilling responsibilities and maintaining integrity, as well as on their work in strengthening grassroots Party building, using a combination of on-site and written presentations.

Regarding the next phase of work, Li Yonggang, Secretary of the Group’s Party Committee, Chairman, and General Manager, put forward several requirements. First, we must fully recognize the profound political significance of Party building. Strengthening Party building is a major decision and deployment made at the 20th National Congress of the Communist Party of China, and it serves as the fundamental guarantee for building a modern socialist country and realizing the great rejuvenation of the Chinese nation. Secretaries of all primary-level Party organizations must fully recognize the importance of Party building in the new context and earnestly enhance their political awareness and sense of responsibility. Second, we must earnestly assume the primary responsibility for Party building. Secretaries of all primary-level Party organizations must take the lead in assuming their responsibilities as the principal persons in charge, strategically plan the Group’s Party-building work, ensure its effective implementation, strengthen oversight and accountability, and address any issues identified in Party-building efforts. Third, we must further emancipate our minds and pursue concrete, results-oriented work to achieve new breakthroughs in grassroots Party building. All primary-level Party organizations should, in line with the overarching requirements for Party building in the new era, establish a collaborative mechanism characterized by “leading the less advanced through exemplary models, sharing resources, complementing strengths, and achieving coordinated development,” through paired partnerships, observation and exchange, and the identification and promotion of model examples. This will help create a distinctive “Party‑building ecosystem” unique to Xiaoya, fully unleashing the intrinsic momentum of Party‑building work and driving all aspects of the Group’s operations to new heights.
He emphasized that 2024 marks the centenary of the Party and represents a historically significant milestone. All levels of the Group must embrace a sense of urgency—knowing that time waits for no one—and a profound sense of responsibility, steadfastly upholding our commitments and relentlessly shouldering our duties. With higher standards, stricter requirements, and more concrete measures, we must press forward with unwavering determination, forge ahead with renewed vigor, and make fresh contributions to the high-quality development of the Group underpinned by strong Party building, thereby advancing the cause of building a modern, prosperous province.
